The trust level may be set somewhere further down in the list, like if the trust is set to full in the machine.config, but it may be set in aspnet.config as Why not use the server's private key? The other issue may be the way they have ASP.NET installed on their server. So the hosting company disabled it in the machine.config file by setting the trust level below Full, probably to Medium and disabled overriding it with the web.config file.
