Applying a security template designed for Windows 2000 will not take into account the changes made in the operating system in Windows Server 2003 Service Pack 1. Just reconfigure your RD Session Host to use the newly assigned certificate. If a setting would cause this then surely I would never be able to login at all, but it just changes "something" for no reason which is quite annoying ... I am using the exact same username/password combo for both the local and remote logins.
