We hope you agree. I've installed the update, installed Desktop Experience, run as administrator, and Windows Update Cleanup is still a no-show. Additionally I've seen this elsewhere. The OS is a tiny fraction.

NoReboot allows the user to suppress reboots, but will require manual reboots by an administrator.
When installing Desktop Experience, it does require additional features.
