I fixed this by giving NETWORK SERVICE full control: Computer Management > Services and Applications > Message Queuing > Private Qeues > Right click queue > Properties > Security Restart MSMQ when I click "Queue messages" or "Journal messages", I see "There are no items to show in this view" which AFAIK is correct BUT I get this unwanted dialog: Message Queuing Msmq Permissions Private Queue Everything appears identical to our production environment.
