To create an S3 bucket in us-east-1 you can just not specify any CreateBucketConfiguration: s3.create_bucket(Bucket='foo'). I expect it doesn't like the region being requested. Which region is it? You seem to have CSS turned off. I can use s3cmd successfully with ls, put, get, and even rb.

If I change the region to us-west-1, it works fine.

So for your solution, just leave bucket_location = 'US' in your ~/.s3cfg file, and you'll be fine.
